In the Spanish and European Right there is no other law comparable to the valencian Town-Planning Activity Regulation Law ('Ley Reguladora de la Actividad Urbanística L.R.A.U., Ley 6/1994'). This liberalizing law contributed to break the stagnation in town-planning, supporting free concurrence and the social function of Property Right.
The legislative catastrophe due to the Constitutional Courts's sentence of 1997 did not so seriously affect to the Valencian Community, because it had already been designed a legislative model that fulfilled different interests: ground owners', local Administrations', property developers', etc.
This law has contributed to the progressive transformation of ground, unexploited till then, and to the deep reactivating of the real-estate market.
The essence of Town-Planning is to manage the use of ground according to the common welfare.
